Fundamentally, radical change will require decoupling the ideas of teaching and learning. Go back to clarifying WHO we're solving for — are we solving for teachers/adults or are we solving for learners/kids? The unworkable assumption has been that there is a system (traditional schooling) which solves for both when in fact it doesn't solve very well for either.
